DECLARÓ EN EL JUICIO DIANA TELLO Y PIDIO A LOS JUECES Y AL FISCAL QUE SE SIGA IMPULSANDO LAS INVESTIGACIONES PARA ENCONTRAR LOS CUERPOS DE LOS DETENIDOS DESAPARECIDOS DE LA ÚLTIMA DICTADURA EN SAN JUAN.
El día lunes 27 de noviembre, en el entrepiso del Rectorado de la UNSJ, declaró Diana Tello en la causa que investiga la detención y desaparición de su esposo Oscar Silverio Castillo. Esto en el marco del segundo mega-juicio oral y público donde se ventilan causas vinculadas a crímenes de lesa humanidad cometidos en San Juan hace cuarenta años.
Diana Tello relató pacientemente los hechos vinculados a la detención y desaparición de su esposo en el año 1978. Oscar Silverio Castillo tenía 34 años, era esposo y padre de Pablo Castillo, trabajaba en el servicio provincial de salud donde además era delegado gremial, era fotógrafo y perteneció a la Organización Político Militar Montoneros. Los hechos ocurridos en relación a su desaparición el 7 de abril de 1978 se atan a un primer allanamiento y paralización de las actividades de la financiera que dirigía su hermano, Oscar Mario Castillo y otros socios, ubicada en la Galería Provincial en la Ciudad de San Juan, donde depositaban sus ahorros personal del Regimiento de Infantería de Montaña Nº22. La detención de Oscar Silverio Castillo se originó a partir de una confusión con su hermano, Oscar Mario Castillo, a nombre de quien estaban firmados los cheques de la financiera. Así se lo hizo saber a Diana, el juez Caballero Vidal, quien le habría confirmado a la mujer esta información cuando ella fue a visitarlo solicitando información sobre las razones de la detención de su esposo. “Pensé que la libertad de Oscar entonces era cuestión de tiempo”, dijo Diana en su declaración.

Oscar estuvo detenido aproximadamente dos meses, y posteriormente, al quedar sobreseído de la causa por la cual se lo detuvo, quedó en libertad el 9 de marzo de 1978, sin embargo siguió detenido a disposición del Poder Ejecutivo Nacional. El 7 de abril de ese año, fue trasladado desde el Penal de Chimbas a la Central de Policía, junto con Joaquín Dávila. El hijo de su compañero de detención en el Penal de Chimbas, Daniel Dávila, a pedido de su padre, se ofreció a llevar a Oscar a su domicilio particular. Montados en el auto de Daniel Dávila, una Renoleta color clara, fueron interceptados por dos vehículos, en calle España. Allí fueron maniatados y encañonados con armas largas portadas por personal de policía vestidos de civiles. Oscar nunca llegó a su domicilio, mientras que Daniel Dávila fue arrojado en campos cerca de Media Agua, desde donde luego, haciendo dedo a camioneros, llegó a la mañana siguiente a la ciudad de San Juan. Daniel Dávila también dio su testimonio de estos hechos, ofreciendo detalles de su secuestro y de los eventos vinculados a la desaparición de Oscar Silverio Castillo.
El testimonio de Diana Tello ofreció muchos detalles de otros hechos posteriores a la desaparición de su esposo, entre ellos, un allanamiento realizado en su domicilio en el año 1986 por el Tribunal Militar Nº81 de la 8va. Brigada de Mendoza. Allí fue interrogada violentamente en relación a la desaparición de su marido. Finalmente Diana se dirigió al Sr. Fiscal querellante, Francisco Maldonado, y a los jueces del Tribunal del juicio, pidiendo que se impulsen las investigaciones para encontrar los cuerpos de los detenidos desaparecidos de la última dictadura en San Juan. “Nosotros creemos que si los cuerpos de nuestros familiares están ocultos es porque siguen secuestrados. Nosotros queremos abrazarlos. Queremos enterrarlos en la Pachamama para que su semilla florezca siempre”.

Hace algunas semanas atrás, más exactamente entre los días 9 al 11 de Octubre, Diana visitó la ciudad de México acompañada de su hijo Pablo, y participó del IX Coloquio Internacional: “DE LAS FOSAS CLANDESTINAS A LA TUMBA VACÍA. Narrativas de dignidad y esperanza en tiempos de horror” organizado por el Centro de Investigación y Estudios Superiores en Antropología Social (CIESAS), el Grupo de Investigación en Antropología Social y Forense (GIASF), el Servicio y Asesoría para la Paz (SERAPAZ), y el Movimiento por nuestros desaparecidos en México. Allí ambos compartieron con familiares, académicos, periodistas y activistas de Derechos Humanos de México y Colombia, su historia de vida marcada por la búsqueda incansable de Oscar y con ella la necesidad de memoria, verdad y justicia en Argentina.
La historia de la búsqueda de Oscar marco la lucha de toda la vida de Diana, quien ingresó tempranamente en 1978 a la reciente organización de Familiares de detenidos y desaparecidos por razones políticas de San Juan donde ayudó a confeccionar la primera lista de presos y desaparecidos de la provincia. Por esos años aún de dictadura en la Argentina, participó y colaboró durante la visita a Buenos Aires de la Comisión Interamericana de Derechos Humanos de la OEA (CIDH) efectuada en 1979 y de la Comisión Nacional de Desaparición de Personas (CONADEP) a San Juan durante 1984. Co-fundó y actualmente participa de la Asamblea Permanente por los Derechos Humanos (APDH), delegación San Juan en 1983, donde participó de investigaciones y presentaciones de causas penales por víctimas de la dictadura. Su hijo Pablo Castillo fue integrante fundador de la Agrupación HIJOS en San Juan.
Desde 2003, Diana integra la Red x la identidad, delegación San Juan, donde investiga y da seguimiento a denuncias y presentaciones espontaneas de presuntos hijos de desaparecidos apropiados. En 2011 recibió la capacitación del Centro Ulloa en Acompañamiento de víctimas y testigos de juicios de causas de lesa humanidad. Desempeñando esa tarea en el juicio de apropiación Goya Martínez Aranda, y en la primera mega-causa por delitos de lesa humanidad de San Juan, ambos en el Tribunal Oral Federal (TOF) de la provincia. Desde 2013 y hasta la actualidad participa de la Coordinadora de Derechos Humanos de San Juan que nuclea organizaciones que desarrollan acciones en defensa y promoción de los Derechos Humanos. A partir de 2015 releva documentación histórica para juicio de lesa humanidad dentro del Observatorio de Derechos Humanos y el Centro de Estudios e Investigaciones en Antropología y Arqueología (CEIAA) acompañando activamente de este modo las investigaciones que realizan estos investigadores e investigadoras para la búsqueda de detenidos desaparecidos durante la última dictadura cívico militar en San Juan en el ámbito judicial. La causa judicial sobre detención ilegal y desaparición forzada de su esposo Oscar Castillo llegó a juicio oral y público después de 39 años de espera, y actualmente se espera un fallo que ratifique la condena de los integrantes de fuerzas militares y de seguridad del Estado argentino culpables de su detención y desaparición.
